Parks, Recreation and Open Space Plan Update (2024 – 2029)

The Parks, Recreation and Open Space (PROS) Plan update process was developed to comprehensively address the needs of parks, trails, open spaces, and recreation within the PenMet Parks District, emphasizing flexibility, adaptability, and alignment with community values.

The primary focus was on improving the existing system and strategically developing properties rather than pursuing growth. The Implementation Plan identified four priority areas to steer PenMet Parks' role in delivering recreation services and defining its place in the broader context of Pierce County's parks and recreation landscape.

Serving as a guiding roadmap, the PROS Plan outlines strategies to fulfill PenMet Parks' mission while remaining adaptable to change and prioritizing community needs. The update resulted in a plan with clear, realistic, and achievable goals and objectives that will shape PenMet Parks' decision-making for the next six years, aligning with its mission to "enhance the quality of life by providing parks and recreation opportunities for our community."

The PROS plan is a document that provides a road map for future development of recreational facilities, open spaces and opportunities over the next six years. 

Parks and recreation master planning is a comprehensive process that provides guidance and policy direction to local government decision makers. The planning process, which engages stakeholders and garners public input, provides a foundation for understanding and responding to the parks and recreation needs of a community. The process involves strategically examining a community’s vision; existing services, facilities, and resources; and assessing future needs concerning parks, recreation, and open space.

The PROS plan will provide a foundation for:

  • Building credibility, support, and consensus from community members and stakeholders
  • Informing community members about  parks' needs and its community assets
  • Identifying capital improvement goals in order to assess fiscal requirements and funding needs
  • Guiding critical decisions about parks and recreation facilities, open space, infrastructure, programs, and services
  • Developing recommendations and an implementation strategy
